Hello Jack,

I am preparing right now an answer to your private message, but it's good that you finally decide that a question like this be published here in the forum for everyone. The below is my answer to your message and to your question/problem too:

Hello Jack,

Thanks for your interest in my work. Hope App Builder can be useful
for you and you consider to buy one or more licenses of it in order to
use it without limitations and support the project at the same time.

About your question, that error message means the Cordova executable
is not in your system environment path variable. This is required and
therefore you must set the refered variable accordingly.

In principle the Cordova installation made the appropiate changes in the
path variable, but, for some reason this is not your case. In my system
Cordova is placed in the below directory:

C:\Users\[User name]\AppData\Roaming\npm\node_modules\cordova\bin

Then you must add such path into your PATH environment variable. If you
don't know how to proceed, take a look at this tutorial:

http://www.computerhope.com/issues/ch000549.htm

Hope this information can be useful for you Jack.

Hello jack,

Assert you have installed the appropiate tools from the Android SDK manager. Press Win+R and then type "android" (without quotes) to open the Android SDK manager. Here is my current installation and they works fine. Also, upgrade your Cordova version if possible.

Hello Jack,

please see this

This is not an App Builder problem, but (apparently) a problem with your Cordova/Java installation. Are you tried by simply restart the computer or close some heavy programs like the internet browser? Sometimes, and commonly in more or less low resources computers, Java can cause problems while starts the required stuff.

Hello,

Taking a look again at the console's error messages, apparently you have no installed the appropiate stuff for the Android SDK, in particular de Android's build tools. Please, open your Android SDK manager (press WIN+R and type "android" to open it) and check the Android's build tools are installed. Below you can see an screenshot of my own Android's manager:
