what is the difference between (App->App options->cordova->General,plugins and custom plugins) and (App->App options->plugins)

do i have to install the custom plugins before i can use it in project(Program Options->Plugins)? and so do the core cordova plugins like Files,Device,Dialogs....?

change : window.App.RootScope.SomeAppVariable = 'Hello world!';

to: window.App.RootScope.SomeAppVariable = '12345Hello world!';

it still show 'Hello world!'

even I delete the code in button1 and button2,

Ctrl+F9,It still show 'Hello world!'

i am just testing the sample,in ctrl+f9 in app builder works fine
but put it in IIS ,does not work

i will check my iis

f12 firefox show following warning:
"The character encoding of the HTML document was not declared. The document will render with garbled text in some browser configurations if the document contains characters from outside the US-ASCII range. The character encoding of the page must to be declared in the document or in the transfer protocol."

i am trying make it work in iis..,but always show a blank page
